Bullets for Karpal: DIY forensics the way to go
I refer to the Malaysiakini report Karpal gets bullets in the mail .
If I were Karpal, here's what I'd do:
The sender would not know I'd received the letter and if I kept quiet about the matter, If i said nothing about it, the sender may assume the letter became lost in the post.
If the letter were ignored, it's possible the sender would then send a second such letter; thinking the first such letter had been lost by Pos Malaysia.
That would give another opportunity to identify the sender, or two opportunities to identify the sender, for a well ‘beyond a reasonable doubt’ positive identification that would prevail in a court of law.
Thus, I'd keep quiet about the matter, until I had examined the letter and envelope for DNA; examined the letter and envelope for fingerprints and examined the bullets for fingerprints.

I would also determine the type of bullets (jacketed/unjacketed, hollow point, etc.), the calibre and manufacturer of the bullets, who such bullets were sold to and what type of gun they are used in.
I would also see who owns/uses such type of gun and try to determine where and when the letter was posted. try to match the handwriting to any known person. Only then would I make a police report.
If I had identified the sender of the letter, I could go after them. The hunter becomes the hunted, the sender would be very surprised to find me at their door!
In the case of murdered Mongolian national Altantuya Shaariibuu, perhaps the above technique of finding fingerprints on metal objects, such as bullets and guns, could be employed to find who fired the shots that killed her.
It might also be used on any other bullets found in the jungle clearing, as other humans remains was found there.
Shooting someone can be a messy business. Certainly a car is not the preferred venue, as the dripped and spattered blood has to be cleaned up, because it's incriminating evidence. A jungle clearing is a more likely venue for killing.
