I refer to reports that the Bush Administration may send ground troops and other technical assistance as part of its so-called war against terrorism, to the Philippines to counter the 'war on Manila'.

This is a development to be treated with the utmost caution by the people and human rights groups in the Philippines in view of the track record of US proxy-wars in the region.

Asean should immediately review the situation, as any kind of US military intervention in the region may affect the security of the people of Asean and its neighbours.
