Recall all Sabah ICs, urges Jeffrey

PKR vice-president Dr Jeffrey Kitingan wants the Federal Government to withdraw all identity cards issued in Sabah and embark on a massive re-registration exercise to help weed out illegal immigrants from the state and clean up the electoral rolls.

“All Sabah ICs - Malaysian ICs with the letter H - issued without the consent of the state government are invalid and should be cancelled,” he said.
Jeffrey cites Clause 161E (2) of the Federal Constitution, after seeking legal advice on the matter and said that “all applications from foreigners - or non-Sabahan Malaysians - must be sent to the state government and not the Federal Government as is the present practice.”
The PKR leader was speaking to the media after lodging a police report at the Karamunsing police station in Kota Kinabalu late Monday. The report was on a syndicate falsifying the issuance of death certificates in the state “in cahoots with elements in the National Registration Department (NRD), hospital authorities and other individuals with a vested interest”. He is leaving it to the authorities to follow up on his police report.
Jeffrey wants the re-registration exercise to follow a Royal Commission of Inquiry on the Issuance of Malaysian Personal Documents in Sabah. He had planned to bring the matter to the United Nations nearly two decades ago but his plans were aborted after he was held under the ISA for allegedly plotting to take Sabah out of Malaysia.
The thrust of his arguments is that “Kuala Lumpur doesn’t know its place under the Federal Constitution” and he urged the Attorney General to “advise the Home Minister and the NRD accordingly on the do’s and don’ts of issuing Malaysian personal documents in Sabah”.
Jeffrey who is also deputy Sabah PKR chief laid the blame “for the worsening state of affairs” on the lack of Borneonisation of the civil service in Sabah, as pledged under the Malaysia Agreement 1963, and the tendency to staff all federal appointments in the state with non-locals who “have no love for the state” or any great sense of pride in their work and patriotism.
“We know for a fact that Immigration Department officers, for example, are issuing IMM13 visit passes to Filipino illegals who are not refugees,” claimed Jeffrey, hinting that money may have been involved in the racket.

Earlier, Jeffrey also witnessed another police report lodged by one Rafli Dalam who was certified dead vide late death certificate No: C 619367 in Hulu Langkat, Selangor, in 2004 following a suspected case of “identity theft”. Apparently, Rafli was reported dead in 2001. His first police report at the same station on the problem, KK/RPT/001892/07, was made on April 30, 2007.
He was accompanied by anti immigration activist Dr Chong Eng Leong, a former senior PBS leader, who left the party after it re-joined the ruling BN and took a softer stand on the issue of illegal immigrants.
PBS had said then that “more could be done on the issue by working quietly behind closed doors”.
Rafli, who is self-employed, claims that he has been going back and forth between the NRD and his house since April 30, 2007 to get his death certificate set aside and that his legal status in the twilight zone is causing him endless problems.
“There have been attempts to steal my EPF money since “he doesn’t exist under the law”, Rafli said, adding that he plans to take the matter to court. He has a wife who is not working and five young children.
Rafli voted in the 2004 general election in Kampung Sembirai, Kota Belud, despite his “deceased” status but declined to cast his vote last year over the lack of progress in getting his death certificate cancelled by the NRD. As a member of the Umno Kampung Kionsom branch, Tuaran. Rafli has also been a delegate during the Tuaran Umno divisional elections in the past.
“The system of registering deaths in Malaysia is even worse than the system of registering births,” said Jeffrey commenting on both police reports.
“Just imagine, there are people who can easily get others declared as dead although they are still living, and when police reports are lodged, no action is taken.”
The NRD, alleged Jeffrey, was “the worst department in the world since it did not have interactive security and safety features and relied only on passive information. Anyone can get into the data bank and falsify personal particulars to issue Malaysian personal documents to illegal immigrants.”
