Staying illegally in Italy

I am a Sabahan, now studying in Rome, Italy. But I have been here illegally since my passport expired mid-May.
I have applied for the new passport through the Malaysian Embassy here in Italy since early January this year but until now I have yet to receive my passport.
It is really a shame on the Malaysian Immigration Department, that within a few days it can give the required documents to foreigners working here whereas I, a true citizen of Malaysia, am still waiting for my documents after months.
And now, we hear of phantom voters and non-citizens in the constituency who are allowed to vote!
