If the government cannot afford to build an extra university, than allow the people to build one, to be called University Rakyat Malaysia. The qualifications for entry will be the best of those who apply. No kulitfication (qualification based on the colour of your skin or kulit), simply meritocracy.

The university will then publish to the world at large - to be transparent about its selection criteria - the candidates who applied, their qualifications, and the successful candidates and their qualifications.

Mind you, this is for future employers' knowledge, who also want to employ the best.

Those rejected by University Rakyat Malaysia can try applying for entry to other universities.

Incidentally, this method should be the only method of acceptance. People abroad laugh when they know the best students are not given places in Malaysian public universities.

Perhaps the Education Ministry may care to publish the names all the first-year students and their qualifications to enter whichever university that had accepted them, so that we are clear on their standards.
