National Disaster Management Agency (Nadma) director-general Abdul Halim Hamzah was appointed the new Communications Ministry secretary-general, effective Nov 24.
The appointment was announced by Chief Secretary to the Government, Shamsul Azri Abu Bakar, in a statement today.
“It is with great pleasure that I extend my heartfelt congratulations to Halim on his appointment as the secretary-general of the Communications Ministry, effective Nov 24, 2025,” he said.
Shamsul said that with Halim’s extensive leadership experience and excellent service record, he is capable of strengthening service delivery and continuing to contribute to the well-being and prosperity of the nation.
Halim, 54, is a Bachelor of Laws graduate from Universiti Kebangsaan Malaysia and holds a Master of Business Administration degree from Universiti Putra Malaysia.
He has served in the public sector for nearly 30 years, starting as an assistant director at the Implementation Coordination Unit of the Prime Minister’s Department (PMD).
Before assuming the position of Nadma director-general on June 9, he also held the position of senior deputy secretary-general (Finance & Development) at the PMD in 2023.
Meanwhile, in a separate statement, Shamsul also announced the appointment of Meor Ismail Meor Akim to replace Halim as Nadma director-general, effective on the same date.
Ismail was the Rural and Regional Development Ministry deputy secretary-general (Development).
Ismail, 56, is a Bachelor of Economics (Honours) graduate from Universiti Malaya and has served in the public sector for over 31 years, beginning as an assistant secretary at the Finance Ministry.
According to the statement, he previously held the position of deputy state secretary (Development) of Perak in 2019 and later served as Nadma deputy director-general (Operations Implementation) in 2021.
“With his vast experience across various fields encompassing the federal and state levels, I am confident and believe that he will lead Nadma with full dedication.
“This appointment ensures the nation’s capability to strengthen a disaster management system that is more efficient, integrated, and responsive,” Shamsul said.
