What does a US government shutdown actually mean?

President Donald Trump has only been in office since January, but a lot has changed in those eight months. One thing that hasn't changed though is the possibility of government shutdowns.

This time US lawmakers have until midnight on Tuesday to come up with an alternative plan that will pass muster with both Republicans and Democrats. That means Congress must approve a temporary stop-gap federal funding bill to keep the government running.
