PARLIAMENT | A government MP has proposed an additional layer of oversight on the soon-to-be established Parliamentary Services Council.
Syahredzan Johan (Harapan-Bangi) said there should be a joint committee representing parliamentarians to supervise the council, which will be an autonomous entity that manages the Parliament operations.
"I have several suggestions on how this Parliamentary Services Act (PSA) Bill can be improved, should it get approved. The first one is for a joint committee consisting MPs and Senate members to monitor how the council executes its duties.
"(While) in the proposed council, its composition already contains MPs and senators, besides the speaker and president of both houses, among others, what I am suggesting here is for another entity that represents Parliament as a whole.
"It would represent all members of the Dewan Rakyat and Dewan Negara as a direct oversight body on the Parliamentary Services Council," he said when debating the bill at the Dewan Rakyat today.
The proposed law is aimed at giving Parliament autonomy in managing its operations and finances, thus separating the legislative branch from the civil service and the power of the executive body.
In his debate speech, Syahredzan also suggested that Parliament consider more days for its meetings so that more bills can be debated and passed.
Equal allocation
The DAP lawmaker also expressed support for a suggestion from Shahar Abdullah (BN-Paya Besar) for MPs from both sides to get equal allocation for their service centres.
"...we should make this a law, so that all MPs do not have to fork out their own money to manage (constituency) service centres.
"For now I am lucky to be a government MP, but we do not know what will happen in the future.
"But there should be equal allocation given to service centres for both sides, to ensure that we can carry out duties as an MP," Syahredzan added.
