The government has allocated RM15 billion for its flood mitigation plan up to 2030 under Budget 2023.
“This is our long-term strategy to adapt to climate change nationwide,” said Finance Minister Tengku Zafrul Abdul Aziz while tabling the budget in Parliament today.
For 2023, the National Disaster Management Agency (Nadma) will receive RM174 million as a “proactive preparatory measure”.
On top of that, he said the Finance Ministry (MOF) will channel an additional RM400 million to Nadma so that they can prepare to spring into action if floods were to occur at the end of this year.
The government has also set aside RM100 million under the national disaster relief fund for 2023, though MOF is prepared to add onto the amount if necessary, he said.
Meanwhile, RM20 million will be provided as a grant for community care organisations.
This is for them to implement volunteer activities such as participating in firefighting courses to prepare themselves for any floods or fires at the community level.
There are also a number of flood mitigation projects which will receive funding next year, Zafrul said.
RM562 million will be channelled to building sabo dams at 46 locations nationwide, while RM500 million was allocated for an additional phase of the integrated river basin project in Sungai Golok, Kelantan.
A dual-function reservoir - to overcome the problem of floods and as storage for raw water supply - will also be constructed along Sungai Klang and Sungai Rasau in Selangor, which will have an allocation of RM2 billion.
The weather forecasting system will also be upgraded, Zafrul added.
As the military is also involved in relief efforts, the minister said 50 ambulances will be placed at 50 army camps, ready to be deployed in the event of a disaster.
Two military field hospitals will also be constructed by the end of the year in Kluang, Johor and Kota Kinabalu, Sabah, involving costs of RM47 million, he said.
