I think for a start to ensure transparency the OSA should only be used to hide information with the unanimous approval of a bipartisan parliamentary committee. As it is almost every crooked deal is certified under OSA so we the voters are kept in the dark even about contract details for projects that we tax-payers have to pay for. Good examples the PLUS contracts and MRT contracts - are given without proper tenders but terms are secret. It is s real joke.
