One AP for every citizen?

I refer to the report Rafidah directed to address AP issue in Parliament.
Minister in the Prime Minister's Department Mohd Nazri Abdul Aziz was reported to have said, 'ordinary people did not know that every Malaysian citizen is entitled to one AP in a lifetime'.
Well I certainly did not know. Why is this right and entitlement of citizenship to one AP not made known? Is it to protect Proton or the AP kings?
International Trade and Industry Minister Rafidah Aziz must not only explain the Approved Permits (AP) issue to the cabinet but also to all Malaysians as to how to now apply and obtain one AP in our lifetime, failing which perhaps Nazri could shed some light.
