A 23-year-old cyclist arrested over an alleged scuffle with Kuala Lumpur City Hall (DBKL) officers has been charged for obstruction of a public servant.

Muhammad Nur Rabbani Shariffhuddin claimed trial at the Kuala Lumpur Magistrates Court to the charge under Section 353 of the Penal Code for allegedly using criminal force to deter a public servant from discharge of his duty.

He was accused of committing the offence against DBKL officer Muhd Farzli Mohamad at approximately 10.15am yesterday outside DBKL's building along Jalan Raja Laut.

A group of some 40 cyclists had gathered to protest against DBKL's move to impound bicycles, and in reaction to claims that the local authority had damaged a RM3,000 bicycle which had been left locked by the roadside.

The cyclists also complained they are forced to park their bicycles along roadsides because there are no bicycle racks available.

If convicted, Muhammad Nur Bani faces either a maximum jail sentence of two years or a fine, or both.

DPP Nur Farah Adilah Noordin offered bail at RM3,000 with one surety.

Muhammad Nur Rabbani's lawyer Eric Paulsen applied for the bail to be reduced to RM1,500 as the accused has no steady income.

Magistrate Mahyuddin Mohamad Som granted the application for RM1,500 bail with one surety and fixed March 15 for mention.
