Selangor Menteri Besar Dr Mohd Khir Toyo is alleged to have used his powers to award 89ha of land belonging to state subsidiary, Shah Alam Properties (SAP) Sdn Bhd, to several private companies without the approval of the state executive council.

Taman Templer assemblyperson Ahmad Bahari Abdul Rahman, who levelled the allegation, claimed Mohd Khir had used his position as the chairperson of both the Selangor Economic Action Committee (MTES) and SAP to give approval.

Among those awarded plots of land are Zimmun Sdn Bhd, Wardah Berkat Sdn Bhd and Untung Utama Sdn Bhd (20ha each), Alaf Delima Sdn Bhd (12ha) and Maksak Selangor (6.4ha).

Ahmad Bahari, also the Selayang Umno division chief, alleged that the Selangor government awarded the land to SAP initially.

In the early 1980s, however, about 56ha was allegedly transferred to the Ummi Foundation chaired by then Gombak Umno chief Saidin Thamby.

Later, the land changed hands to Bintang Dian Sdn Bhd, the developer of Taman Selayang Mulia, he said.

"SAP was supposed to develop the 89ha-site in co-operation with Metroplex Holding Bhd, through another company Cergas Tegas Sdn Bhd. But the ventures failed because the company was facing court action," he told malaysiakini yesterday.

"The state government then took back the land from SAP and instructed MTES to distribute the land to the six companies. Unfortunately, they have since sold the land to Talam (Corporation Bhd)."

Agency 'bypassed'

Ahmad Bahari claimed that, in doing so, Mohd Khir had bypassed the district land committee chaired by the district officer, who is responsible for studying and processing all applications, before submitting the papers to the state exco for approval.

"Instead, what happened was that the Gombak land office sent it directly to MTES whose chairperson was the menteri besar himself. Approval was given without the knowledge of the state exco," he alleged.

"As state assemblyman for Taman Templer and a member of the Gombak land committee which processes land applications in this area, I was not even aware of the decision."

According to him, the land in a forest reserve is located in Taman Templer which comes under the administration of the Gombak district office.

Ahmad Bahari alleged that the rest of the original 89ha has been sold to Talam Corporation Bhd to be developed into a housing estate with offices and a shopping complex. He said the Selayang Municipal Council has approved the 'development order' for the project.

He also claimed that Mohd Khir's action has angered the people of Selangor, in particular the residents of Taman Templer.

"Several quarters have lodged police reports on the issue, but so far nothing has happened. I have asked the Anti-Corruption Agency to investigate this," he said.

He also said he had raised the matter at the state Umno meeting and that Mohd Khir's response was that this had to be done in order to bring development to Selayang.
