Over the last week, much attention has been focussed on the mammoth Bersih 4 rally. While the rally had specific demands, including the resignation of Prime Minister Najib Abdul Razak, the post-rally focus has steered away from the incidents that led to Bersih 4. Malaysiakini traces back the weeks leading up to the rally and the questions unanswered.

1. Bank Negara Malaysia’s 1MDB probe and recommendations

On Aug 13, Bank Negara Malaysia announced that its two-month investigation into state investment firm 1Malaysia Development Bhd (1MDB) has been completed.

The BNM governor said the report on the investigation has been handed over to attorney-general (AG) Apandi Ali with recommendations of “ appropriate enforcement action ”.

Three weeks on, the AG, when contacted, said he is “still studying” the report.

2. MACC probe on Prime Minister Najib Abdul Razak

The Malaysian Anti-Corruption Commission (MACC) is conducting two investigations related to the PM:

- The RM2.6 billion banked into his bank account; and

- The RM42 million banked into his bank account from then 1MDB subsidiary SRC International.

On Aug 3, MACC said it has established that the RM2.6 billion came from a donor but this was not the end of its investigations. On Aug 23, it said both probes are ongoing.

What is the progress of the probe? Will there be any prosecutions?

3. Umno conspiracy to topple Najib through ‘the back door’

A fortnight after deputy prime minister Muhyiddin Yassin was sacked, the man who took his job, Ahmad Zahid Hamidi, claimed he uncovered a plot to topple the PM. The home minister said he received intelligence report stating that an ‘old man’ from Umno was brokering a deal, involving 87 opposition and one independent MP.

He was not explicit, but the mention of parliamentarians indicates the ‘back door’ method is through a no-confidence vote. Opposition MPs deny this.

Zahid said the ‘old man’ regretted his actions and was to meet the PM on Aug 16, but the meeting did not happen purportedly due to a media leak. Who is the ‘old man’ and was there a meeting after that?

During the Bersih 4 rally, opposition MPs in speeches urged BN MPs to join them in a no-confidence vote against Najib. But yesterday, BN strategic communications director Rahman Dahlan said Najib would survive such a vote.

Is the brokering still going on?

4. Conspiracy in agencies to topple Najib

On Aug 1, police detained for questioning several officers from the MACC involved in the SRC International probe.

Documents were also seized in the investigations into purported leak and alleged doctoring of documents which were later published by whistleblower website Sarawak Report .

Inspector-general of police Khalid Abdul Bakar said several officers from BNM and commercial banks will be questioned in the probe, under Section 124B of the Penal Code for threatening parliamentary democracy.

One of those probed was AG’s Chambers officer Jessica Gurmeet Kaur, who was arrested three days after then AG Abdul Gani Patail was removed from the post. Jessica was also sacked.

What happened to this probe? Was there indeed a conspiracy to topple Najib within the agencies?

5. Auditor-general’s report on 1MDB

On July 9, the public accounts committee (PAC) led by its then-chairperson Nur Jazlan Mohamed received an interim report on 1MDB from auditor-general Ambrin Buang.

Nur Jazlan then said that the auditor-general found nothing suspicious, but the full report was to be reviewed later. However, the PAC cannot proceed because Nur Jazlan and two other members had to vacate their posts in the committee after being appointed as deputy minister in the latest cabinet reshuffle.
