He said this will soon be conveyed to Prime Minster Najib Abdul Razak, who is also BN chairperson, to get his views.
"We were looking at conducting a re-election or a fresh election, however, after discussions. we want to have a fresh election because it is the best way," he said.
Palanivel, who is also natural resources and environment minister, told reporters this after meeting with MIC branch chairmen throughout Johor at Dewan Orang Ramai Parit Yaani, in Batu Pahat today.
Palanivel will also hold a meeting with the Registrar of Societies (ROS) to resolve several matters.
He said elections at the branch level were expected to be held in June and followed by the divisional level and other top posts.
Asked if all quarters in the party unanimously agreed with move to hold fresh elections, Palanivel said it was requested by all parties, including those who opposed him.
On plans to hold meetings with branch chairpersons in other states after this, he said it would be decided after the Thaipusam celebration on Tuesday.
The internal crisis in MIC arose after ROS cancelled the election for the post of three vice-presidents and 23 central working committee (CWC) members during the MIC general assembly in Malacca in November, 2013.
In a letter dated Dec 5, 2014, ROS ordered MIC to hold a re-election for these posts within 90 days following allegations of irregularities and breach of the party constitution and Societies Act.
