I read recently that the Higher Education Ministry wants to have four (4!) director-generals. I do not see any rationale for this. It is the common practice for every ministry to have one DG with deputies in charge of various departments.

If the above proposal is allowed, we will soon have in the:

Ministry of Education - one DG each for primary, secondary, kindergarten and pre-University education;

Ministry of Transport - one DG each for bicycles, motorcycles, cars, vans, lorries, trains, sampans, ships, helicopters, propeller aircraft, jet aircraft and model aircraft.

Instead of taking concrete steps to improve our higher education, somebody is busy building his own empire. This is typical of this country - having a top heavy bureaucracy and lack of manpower at the ground level.

And then again, I suppose for every DG they will need a few deputies, assistant deputies, secretaries, drivers etc.

I think my tax money could have been better spent elsewhere.
