Sarawak flood mitigation, rural roads, drainage weak

AUDIT REPORT The implementation and management of projects in Sarawak related to the Flood Mitigation Plan (RTB), Rural Roads (JALB) and Sarawak Irrigation Scheme (RPS) are weak.
According to the audit report, the RTB and JALB projects had yet to achieve their objectives while the two JALB projects were found be affected by rising cost totalling RM4.42 million or 57.8 percent from the original contract cost as it was re-tendered.
It said a detailed study of the early stages of the floods mitigation project showed that it was not fully implemented. Even the most critical problem relating to the soil conditions had already been identified, which caused the methods used for the two RTB projects to be unsuitable.
"The original purpose of the dredging work, totalling RM10.25 million, in Batang Rajang facing Pulau Kerto, Sibu Division to address the problem was not achieved because of the ineffective excavations," said the report.
It said the original purpose of the Sungai Sebalak Rice Irrigation Scheme, Betong as a granary, which cost a total of RM70.76 million was also not reached because the area was not gazetted by the state government.
The RTB projects are funded by the Ministry of Natural Resources and Environment while the JALB project by the Ministry of Rural and Regional Development and RPS by the state government through the Ministry of Rural Development Sarawak.
In the Tenth Malaysia Plan (10MP), provisions totalling RM609.53 million were approved in Sarawak to implement development programmes and projects between 2011 and 2013.
Meanwhile auditing on the Tanjung Manis Integrated Port Sdn Bhd (TMP) showed that its trade debts were steadily increasing, reaching RM3.65 million at the end of last year.
The report also found that TMP's operating costs rose 33 percent in 2013 over the previous year, while the company's turnover failed to comply with financial procedures.
Sarawak Timber Industry Development Corporation acquired a 100-percent stake in TMP in 2009 with the state government appointing it as the operator of the newly established Tanjung Manis port in July 2012.
