Klang MP: Selangor water deal may be 'illegal'

The proposed RM9.65 billion water deal between the Selangor and the federal governments could well be "illegal" as Menteri Besar Abdul Khalid Ibrahim no longer has any "legality" to govern the state, an MP said today.
DAP’s Klang MP Charles Santiago said based on the Perak crisis of 2009, Khalid has lost the legality to govern based on the fact that he no longer commands a majority in the state assembly.

The proposed RM9.65 billion water deal between the Selangor and the federal governments could well be "illegal" as Menteri Besar Abdul Khalid Ibrahim no longer has any "legality" to govern the state, an MP said today.
DAP’s Klang MP Charles Santiago (left) said based on the Perak crisis of 2009, Khalid has lost the legality to govern because he no longer commands a majority in the state assembly.
"Thus, Khalid's status is even weaker than that of a caretaker menteri besar," Santiago said in a statement today.
He was referring to the 2010 Federal Court ruling in the legal wrangle between former Perak Menteri Besar Nizar Jamaluddin and current Perak Menteri Besar Dr Zambry Abdul Kadir.
"Given the severity of this issue, the attorney-general should advise the federal government that the water restructuring exercise which is scheduled to be signed tomorrow, might be illegal," Santiago said.
He said that Khalid could not sign not only the water contract but also any contract dealing with the assets of Selangor.
"Any third party that therefore enters into such a contract should take notice that a future state government may take the position that such contracts are not legally binding," he added.
Yesterday, Khalid said he firmly believes he has power to sign the agreement and that Santiago is ignorant about the issue.
