There has been much argument over how police and RTD officers can enhance enforcement on the roads. The chief worry is that the bad apples among them may gain personally, if fines are increased.

I propose that a monthly contest be organised to reward officers with the highest number of summonses issued. Open up the award to the 5th position to encourage healthy competition. Prizes should also go to each station's winners as well as awards for the best stations in each state.

The prizes should be in the form of bonuses (say RM3,000 for 1st prize, which hopefully would discourage corruption) and letters of commendation that would influence their career progress.

Increasing the fines could encourage courteous behaviour among motorists. Irritating behaviour such as occupying yellow box or parking cars diagonally in parallel bays should be punished.

Equip enforcement personnel with cheap digital cameras to get photographic evidence, to rebut the anticipated objections and denials from the offenders.

Control the power to delete records. Ensure that the system does not allow summonses to be deleted without leaving any audit trail. Regular audits should be performed to monitor
corruption at the desks.

All of these proposals would require additional funds, which would be easily paid back by the increased collections from fines.
