AUDIT REPORT The Auditor-General's Report 2012 has deemed as unsatisfactory the implementation of programmes against trafficking in persons and smuggling of migrants.

It states that, although the government has charged and punished offenders involved in the sex trade, it does not show any progress in punishing those who exploit people as general workers.

The report said financial planning for the programme was not carefully identified and the allocations were not spent in accordance with provisions made.

There are weaknesses in coordination, monitoring and concerted action by the Council for Anti-Trafficking in Persons and Anti-Smuggling of Migrants (Mapo).

Given that Malaysia has been placed under Tier 2 Watch List in the TIP Report by the US State Department for a third consecutive year, the government through Mapo should emphasise that all agencies and NGOs involved should plan carefully and identify actual needs before funds are allocated, the report states.

The Attorney-General's Chambers must continue to develop and improve legislation affecting enforcement.

This includes laws related to the management of shelter homes, in particular, provisions relating to gazetting shelter homes under NGOs, and gazetting NGO staff as protective officers.

NGO services to protect victims of human trafficking have to be extended to reduce the financial burden on the government.

The government should consider improving the infrastructure and increasing the number of shelter homes in more strategic locations for the comfort and convenience of victims.
