Gov't mulling taking over AES operations

The government is considering taking over the Automated Enforcement System (AES) operations nationwide, acting Transport Minister Hishammuddin Hussein has said.

Malay broadsheet Utusan Malaysia quoted Hishammuddin (left) as saying that the government is currently studying the working process to take over the operations.
"In this AES issue, among the issues that needs to be resolved is the concession holders and people who have been summoned including the issue of manpower from both Road and Transport Department (RTD) and police to takeover these operations," he reportedly said after attending a Transport Ministry open house.
Hishammudin also said that the government has decided to issue a demerit point system in implementing AES, which allows for a driver's licence to be suspended if they fail to settle AES summons.
The Attorney-General's Chambers had late last year halted court action against those summoned under the AES, which was steeped in controversy since its introduction.
However, summonses continue to be issued.
Promise of review 'much ado over nothing'
Meanwhile PAS-linked NGO Kempen Anti Saman Ekor (KASE) has criticised the decision that the AES is to remain.
“Before Sept 22, 2012, the date the AES was enforced, the government, through the ministry, informed and defended the AES, stating that it was implemented after a thorough study was conducted and feedback from various quarters obtained, but now another committee is formed to re-study (the AES).
“Pi mai pi mai tang tu. The rakyat’s money is being used up to form a steering committee again,” KASE legal adviser Zulhazmi Shariff (left in photo) said in a statement.
He was referring to the steering committee of the Performance Management and Delivery Unit (Pemandu), which will be looking into the implementation of the AES.
Even so, he said KASE supported the government’s plan to take over running of the system.
However, for the proposal to be accepted, Zulhazmi said the government must first:

- Immediately cease implementation of the AES pending completion of the steering committee’s study;
Cancel all AES summons issued since Sept 22, last year and refund all compounds or fines paid, amounting to over RM20 million.- Reveal details of the signed agreement between the government and the operating companies and how much it will pay the companies for taking over the AES operations;
- Clarify if indeed a fill study was even conducted before the AES was implemented last year.
