Syariah sanctions voyeurism?

I refer to the letter It would be funny if it wasn't for real.
It may be possible, given the impossibility of finding four good male Muslims as witnesses to back the rape charge, PAS may find not a single rape report after implementing hudud (Islamic penal code) law in Terengganu.
Perchance, PAS will then claim the social scourge is forever banished from its land. That's the beauty of hudud.
Only by a slim chance will a rapist choose to attack his victim in full view of four men so that they can act as witnesses in the syariah court. In the civilised world as we know it, this form of voyeuristic act is not condoned and may even run foul of the common law.
