Leery of matriculation for non-Malays

The matriculation system was created for the bumiputra students to gain easy entrance into local universities. Being a discriminative system, it is mainly run and administered by the bumiputra.
If the proposal to offer 10 percent of its places to non-bumiputra is adopted, how can the non-bumiputra students be assured that they will be fairly treated when they are in it? Within the matriculation system, who decides on the examination questions? Who grades the examinations?
As a student, if I have the money and opportunity, I would still look for a more level playing field somewhere else.
