The Sessions Court in Seremban today discharged and acquitted former Negri Sembilan (NS) Veterinary Department director Dr Noor Soeraya Norsham of four counts of falsifying documents to obtain a series of promotions for the past three years.  

Judge Nursinah Adzmi held that the prosecution had failed to prove a prima facie case against Dr Noor Soeraya.  

She said the court found that Dr Noor Soeraya had no knowledge or access of the correspondence involving the Department’s Putrajaya head office.

“Although it is clear the P11 to P16 documents were falsified, the prosecution had no proof that the accused falsified them,” she said.

Dr Noor Soeraya, 40, who is now a veterinary officer at the Corporate Communication and International Section, Veterinary Services Department, Agriculture and Agro-based Industries Ministry in Putrajaya, was present in court today with her husband Kee Zain Kee Yusof, 51.

Noor Soeraya allegedly provided four falsified referral letters to the Veterinary Department in relation to a series of promotions and confirmations from Grade G44 to Grade G54, at the NS Veterinary Services Department office in Jalan Pantai, Seremban between March 16, 2009 and April 12, last year.  

She was represented by lawyer Abd Aziz Hamzah while the prosecution was led by Malaysian Anti-Corruption Commission deputy public prosecutors Nuurhafiedzah Md Daud and Afifah Yusof.  

Met by reporters outside the court, Dr Noor Soeraya said she was grateful to be acquitted and will continue serving in the civil service.
