Malay Pakatan MPs toothless, says minister

Although Pakatan Rakyat has managed to increase Malay representation in Parliament, not all of them have the capability to voice out their views and participate in debates effectively, said Kelantan Umno liason chief and Umno supreme council member Mustapa Mohamed.
