The Royal Malaysian Police Force (PDRM) needs RM1.5 billion to upgrade and expand the use of the Command, Control, Communications, Computers and Integration (C4i) System which has proven effective in combating crimes and management crisis since 2002.

NONE Inspector-General of Police Ismail Omar said if the application for the allocation was approved under the 10th Malaysia Plan (10MP), PDRM targets to expand the C4i system nationwide from next year.

"Since its inception in 2002, the system has only been used in the Klang Valley and after 10 years, we have received much positive feedback about its effectiveness.

"Today, the PDRM, with the cooperation from the Malaysian Institute of Microelectronic Systems (Mimos), will upgrade the system further to ease the discharge of policing duties."

Ismail said this after signing a memorandum of understanding (MoU) between PDRM and Mimos, which was represented by its president and chief executive officer Abdul Wahab Abdullah, at the Bukit Aman police headquarters today.

Mimos to play consultant role

Ismail said the MoU would see Mimos taking the role of an adviser and consultant for the police force in upgrading the system.

He said of the total allocation applied, RM8 million would be used to upgrade the system in the Klang Valley, before it is expanded nationwide.

The C4i system is a project which uses a cutting edge technology to increase the efficiency and effectiveness of the operation control centre and the staff involved, which will also enable the police to reduce their response time during the incidence of crimes from 15 minutes to only 5.7 minutes.

Its main objectives are to help the operation control centre to make immediate decision on the incidence of crimes, to analyse the crime index and crime mapping, to use database information in a more effective manner, and to discharge policing and law enforcement duties.

C4i, which received global recognition at the FutureGov Summit 2008, in Bali, Indonesia, is the first command and control system in the region that is being used by an armed force.
