Former Negri Sembilan (NS) Veterinary Department director Dr Noor Soeraya Norsham pleaded not guilty at the Special Corruption Sessions Court in Seremban today to four counts of falsifying documents to get promoted, between 2009 and 2011.

Noor Soeraya, 38, who is presently the department’s International and Corporate Communications veterinary officer under the Agriculture and Agro-based Industries Ministry in Putrajaya, also pleaded not guilty to three alternative charges which were read out to her before Judge Nursinah Adzmi.
On the first count, Noor Soeraya allegedly gave NS Veterinary Department administrative assistant Siti Norhayati Md Yusof a referral letter dated Feb 27, 2009 in relation to a promotion and confirmation to Grade G48, which contained false information, at the NS Veterinary Services Department office in Jalan Pantai here on March 16 2009.
She was at Grade G44 at the time and sought to be promoted to Grade G48 which involved a salary and allowance revision and wrongfully acquired RM39,536.90 as a result.
The second count involved a similar offence for promotion to Grade G52 at the Veterinary Department under the ministry, in a referral letter dated Dec 28, 2009, on Jan 5, 2010 at the same office.
Still at Grade G44 at the time, she allegedly gained RM5,013.82 through a salary and allowance revision.
As for the third count, Noor Soeraya was charged with handing a referral letter dated July 1, 2010 to the same administrative assistant in relation to a promotion to Grade G52, on July 2, 2010.
She faces up to 20 years imprisonment and fine of not less than five times the amount of the offence upon conviction under Section 18 of the Malaysian Anti-Corruption Commission (MACC) Act 2009 for the three counts.
She further pleaded not guilty to the fourth count of giving Siti Norhayati a falsified letter for promotion from Grade G52 to G54 at the NS Veterinary Services Department in Jalan Jelebu, Seremban on April 12 last year.
Two years’ jail or fine upon conviction
She faces imprisonment of not more than two years or fine or both upon conviction under Section 471 of the Penal Code for this last count.
Meanwhile, Noor Soeraya faced the three alternative charges under Section 471 and Section 468 of the Penal Code which provides for an imprisonment of not more than seven years or fine or both, upon conviction.
The prosecution applied for bail to be set at RM20,000 with one surety, but the defence pleaded for a lesser amount of RM3,000, mitigating that the accused had a family and had shown her commitment to the case by her presence in court.
Judge Nursiah however felt the defence’s request as unreasonable and was of the opinion that the charges against Noor Soeraya were serious.
She set bail at RM10,000 for all four counts and fixed Feb 22 for remention.
Noor Soeraya was represented by Mohammad Faiz Datuk Fadzil and MACC DPP Mohd Fairuz Johari prosecuted.
