The Selangor Budget 2012 will see a continuation of existing welfare programmes without any major shifts, but the amount of expenditure has been increased by 11.89 percent to RM1.6 billion.

Tabling the budget in the state assembly today, Selangor Menteri Besar Abdul Khalid Ibrahim said the theme this year is ‘Selangorku: Hasil Negeri untuk Rakyat’ (MySelangor: State’s revenue for the people).

This was reflected in its newly set-up RM300 million SelangorKu channel from government-linked companies which will finance some 17 programmes encompassing education, entrepreneurship and welfare, an addition to the RM1.6 billion budget.

Of the total budget, RM1 billion is for operational expenditure and RM600 million is for development expenditure.

Of the RM1 billion, RM323.1 million is for emoluments, RM371.4 for supplies and services, RM284.2 million for fixed charges and grants, RM8.1 million for assets and RM13.3 million for other spendings.

For development expenditure, 68 percent or RM411.1 million is for the infrastructure sector, RM100.1 million for the social sector, RM84.2 million for the economic sector and RM4.6 million for the municipal sector.

The state’s revenue in 2012 is expected to increase, with tax revenue expected to climb by 8.23 percent to RM574.7 million and non-tax revenue to climb by 40.12 percent to RM654.6 million.

Non-revenue receipts, however, are expected to decline by 14.16 percent to RM370.7 million.

On top of its existing welfare programmes, a new programe, the Children to Nursery Allowances will be introduced with an allocation of RM3 million.

Other salient points:
  • RM16 million for religious, Tamil and Chinese schools
  • RM3 million for non-Muslim places of worship
  • RM7 million for upgrading Sultan Alam Shah Museum
  • RM 14.5 million for semi-rural and rural development
  • RM4 million for repairs to and houses of poor families and lifts of low-cost housing
  • RM4 million to install CCTVs at strategic locations
  • RM1 million for a library in Klang and Tanjung Karang
  • Continuation of free 20 cubic metres of water
  • RM7.5 million for Program Tabung Warisan Anak Selangor, an investment scheme for children
  • RM 7.7 million for Hadiah Anak Masuk Universiti, a prize money schemes for children from low income families entering university
  • RM20.7 million for Skim Mesra Usia Emas, a scheme granting payment to the next of kin when its member dies
