PAS will release a document on "what constitutes an Islamic state" by the end of this month but denied that it was due to pressures from the media or the Barisan Nasional.

Its information chief Dr Harun Din said the document will be launched on the first day of Ramadan (fasting month), which is expected to fall on Oct 26 or 27.

He said the party was releasing the document as pre-planned.

"It has been discussed over the past three years and we have even brought it to the Dewan Syura, the party's supreme council," Harun was quoted by Bernama as saying after attending the party's monthly central committee meeting at PAS headquarters in Gombak this afternoon.

He however declined to divulge details of the document.

Uncertain in manifesto

Asked whether it would be included in the Barisan Alternatif's election manifesto, Harun said PAS had informed its opposition allies but had yet to decide whether to use it or not.

DAP left the opposition front in 2001 after crossing swords with PAS on the latter's eagerness to establish an Islamic state.

Meanwhile, PAS secretary-general Nasharudin Mat Isa also told Bernama that the Terengganu PAS government would gazette its hudud laws on the first day of Ramadan.

However he said the enforcement date had yet to be decided.

"Once it has been gazetted, we will announce to the public the wrongs and the punishment provided under the law," Nasharudin said.

Party president and Terengganu Menteri Besar Abdul Hadi Awang on Sept 26 announced the state Syariah Criminal Enactment (Hudud and Qisas) will be gazetted after it receives the royal assent from Sultan Mizan Zainal Abidin.

The bill was passed in the state assembly last year. The bill criminalises theft, robbery, extramarital sex, liquor consumption, apostasy and armed rebellion.

However, two controversial provisions calling for lashing or death by stoning for a woman who makes a false rape accusation, were deleted.
