Penang gov't says public space 'not compromised'

Following claims that the Penang government has compromised public space, state exco Chow Kon Yeow today urged the public to consider using a nearby field as an alternative to the contested compound in front of Dewan Sri Pinang.

Speaking at a press conference today, Chow clarified that the fence in front of Dewan Sri Pinang was necessary to protect trees and flowers planted within the compound.

Citing road safety as the main reason for building the fence, Chow also assured NGOs and members of the public that they would not be barred from utilising the public space.

Nonetheless, he encouraged them to use the nearby recreational area of Padang Kota Lama that can accommodate “tens of thousands of people.”

Adding that the field is "safer" for public gatherings because it is located further away from the main road, Chow said that the state government will inform the Penang Island Municipal Council to ensure that the field can be easily accessed by all.

Still subject to police permit

In an email, Chow’s aide Jonathan Yeoh clarified that the local authorities will consider setting up a committee to “deal and liaise with NGOs for the use of the public urban space”.

However, all forms of public assembly must be “subject to police approval”, he said.
 
Chow (right) earlier stated that the police could partake in the proposed committee and streamline procedures to apply for permission to assemble.

He also added the usage of the field will be subject to the availability of the venue and the organisers’ compliance to regulations.

When asked if fees would be imposed on organisations who want to use the field for their activities, Chow admitted that only official events of the state are held free-of-charge, but welcomed NGOs to give their opinions on this matter.

To date, state tourism and sports authorities have used the field for events on the weekends.
