The single biggest disappointment I have about Abdullah Ahmad Badawi's stint as PM is his abject failure in reforming the police.

His campaign promise was to set up the IPCMC. After early false starts that lured the people into thinking that they had supported the right man for the job, he gave us nothing in the form of institutional democracy.

The death of A Kugan in police custody and others before him will always serve as a reminder of the BN government's failure to deliver on change of government institutions. Najib's IMalaysia has conveniently swept the issue of the IPCMC and other demands of accountability under the carpet.

Under PKR, I hope the Selangor government is setting up a task force on the police with concerned citizens. It should be citizens who would assist the state government in developing a programme of change for police in Selangor.

The police are a federal force. However steps could be developed in monitoring police in the state as for example ensuring oversight of the observation of the police lock-up rules and interrogation techniques throughout the state.

I would support the set up of an office of human rights under the Menteri Besar's Office to among others look into police enforcement including that under the sharia system. Hasan Ali should advisedly not sit in this office, thank you.
