In opening remarks to the assembly at 10am, Teng (left) said Article 57 of the state constitution - referred to by Mohd Khir yesterday - does not define what the dewan means.
However, he said he had given Mohd Khir the benefit of the doubt by referring to the article under the Standing Order.
"But still, it makes no mention of the definition of dewan and I hope he does not make any more false statements to the media after this", he told the House.
Yesterday, Sungai Panjang representative Mohd Khir had ticked off Teng, saying that Article 57 of the state constitution defines the dewan as "the assembly sitting that takes place in the hall".
Teng had earlier defined the dewan as the full area within the perimeter fencing around the state legislative assembly building which includes the parking lot.
As such, the prohibition on 'serving or executing civil or criminal processes' extends beyond the assembly hall, he had said.
Last week, a representative of Mohd Khir had delivered a summons to Sekinchan assemblyperson Ng Suee Lim in the car park of the state assembly building.
This was in relation to Ng's claim that Mohd Khir (left) owns a mansion worth RM24 million in Section 7, Shah Alam.
The latter has disputed the figure and explained that the house is being financed through a bank loan.
Article 57 and Standing Order
Teng clarified today that Article 57 of the state constitution only mentions appeals against any decisions by the state executive council.
Under the Standing Order, Article 57 only mentions the appointment of the speaker and deputy speakers of the House of Representatives.
"This clearly shows that he (Mohd Khir) has referred to the wrong provision...and he should not have fought over something that is already wrong and does not exist," said Teng.
However, the speaker said that he will not take any action against Mohd Khir for his "false statement", which could have seen the latter being referred to the rights and privileges committee.
"I know he made a false statement, but I do not want to put pressure on anyone," Teng said.
Mohd Khir today clarified that he had not mentioned Article 57, but had referred to "an Article" in the state constitution.
"In the paragraph, it clearly states that dewan means the state legislative assembly and that is what I referred to yesterday," he said.
