Why not outsource civil service?
Our PM has called them little Napoleons and the backbenchers have called for heads to roll.
We already have one too many agencies to do the same thing. What are the difference between Intan and Mampu; why do we have EPU and then NEAC and now NIAB? What are the differences between Martrade and Miti? We have so many special purpose banks and some are not even under the control of Bank Negara. Why is the CVLB not under the transport ministry? Why does JPJ have their own enforcement officers and CVLB theirs? Surely all can be consolidated under the police?
This is merely the tip of the iceberg. The pretext of privatisation was the burgeoning government civil service cost. Before we privatised all and sundry , there ware apparently 700,000 civil servants but after half wnet under the guise of privatisation, the civil service list is more then a million. Isn't that barmy?
They want to merge banks and insurance companies for efficiency so surely that should also count for public sector as well. My hard-earned tax payments are not to employ more and more people who duplicate each other's work. It is not for more politicians to become ministers and what not. We have too many ministries and departments and agencies that sort of do the same thing. Our government is very fond of starting new companies, agencies and bodies for the slightest things.
Why, why ,why? Until that is sorted out, implementation is going to be tough for anything. I will share my experience where I sought the assistance of the Health Ministry on a particular issue, a referral to them on July 23, 2005 only received an acknowledgment in September that they will investigate.
After tons of e-mail reminders and 'polite' notes, I received a letter this month saying that they have no jurisdiction over the matter. I am now going to submit this to the Malaysian Book of Records for the 'fastest' response category. I am sure there are many others which are even 'faster' then mine.
That's what I am talking about, we have jokers and clowns at the level where we should have people with zest and 'let's get it done' attitude. Until the civil service and related agencies purge themselves of deadwood and 'teh tarik' connoisseurs, you can have a million agencies and nothing will improve. Otherwise we will be talking about why the 9MP failed in our 10MP.
Maybe we should just outsource the entire civil service?
